A folder called Later can quietly become an archive with an inaccurate name. Old plans sit beside useful references, and every visit asks you to decide again what each file means.
Try making three modest distinctions: active work, paused work, and reference. Active means there is a next action. Paused means there is a reason to return, perhaps after a question is answered. Reference means the item can be useful without becoming a project.
The distinction is allowed to change. A paused sketch can become reference material for an entirely different idea. Leave a short note explaining that change instead of treating the folder as a promise you failed to keep.
Before moving everything, try the arrangement on ten files. A useful archive should make returning easier, rather than demand a perfect account of everything you once hoped to do.
