Name the outcome
Write a sentence describing what finished would look like. “Plan the trip” is vague; “agree dates and a destination” gives you something to work towards.
Separate action from waiting
List what you can do and what needs someone else’s answer. Send a clear request rather than leaving the dependency in your head.
Choose the first physical step
Use a verb you can act on: open, ask, draft, compare. Keep the step small enough to begin in the time available.
Check and adjust
At a chosen review time, decide whether to continue, change approach, or stop. A process should help you notice reality, not hide it.
